Design Requirements

Utility Cabinets

Utility cabinets are NOT permitted to be placed in park strips front of walk. Existing utilities in park strips do not constitute an automatic approval for placement of utility cabinets.  All utility cabinets and their locations must be expressly approved by the city engineer. If cabinets are installed in the park strip without approval from the City Engineer, contractor will be instructed to remove them, regardless of service disruption.

Equipment Specifications Required

All equipment shown on submitted plans (including cabinets, HH boxes, Manholes, Doghouses, Flowerpots, etc) MUST include the specifications for  such equipment within the plan set or in an additional attached file.  Plans submitted without specifications will be refused, and the contractor will be required to resubmit.

Bore Offsets for Utility Mains

Bore routes running parallel to City utility mains MUST maintain an minimum horizontal distance of 5-7ft for storm sewer mains and 10ft for water and sanitary sewer mains.  See Utility Excavation Zone for details.

Stamped Plans

All Site Plans for Fiber/Directional Bore work must include a stamp from a principal engineer to verify that the plans have been drafted to engineering standards, OR the logo of the parent provider to verify that the plans have been drafted by the cable/fiber provider. We must have an existing franchise agreement with the fiber provider for this option to be valid, and the provider will be responsible for any damages resultant of, or misinformation conveyed by the site plan.

Request Limits

Individual bore plans should have a combined bore length not exceeding 2,500 ft.  This keeps the project manageable in terms of review time and inspection management.  The number of permits allowed at one time by any one company may change depending on the contractor's ability to restore landscaping, respond to and repair damages to other utilities, and communication with the permit team and inspectors.  

As contractors improve communication and rapport with Ogden City's permit team and the engineering inspectors, more work will be allowed to progress.  Conversely, failure to communicate or follow city requirements and standards will lead to a contractor being limited or restricted with their permits.

This does not pertain to permits submitted for smaller request areas ( < 2 city blocks). We will continue to issue these permits as normal, with no limit to the number of permits that may be active at a time, unless stated otherwise.
